I noticed that my hedgehog, Herisson, had a crusty spot on his chin. I lifted him up to see what it was. I think it is a scab, but I didn't get a very good view. Before he had a little bump with a whiskery hair growing out of it where the scab now is, I never worried about it because I thought it was normal (was it?). Should this scab thing be something to worry about or do you think it will just go away?

Yes the little bump is normal. About the scab though- Is the little wisker gone? He might have gotten it hooked on something and ripped it out. And, no I don't think its anything to bad but you should still keep an Eye on it just incase it gets infected. Try to keep it dry and clean. hope this helps! :)

I noticed Pepper has a little scab under his chin, too, but Idk what it's from. It doesn't look like it's hurting him or anything, though. I thought maybe he had some, uh, "liquid" that got stuck on his chin from doing what little boys do, cuz I heard that stuff can have the properties of super glue, but I'm not sure.

Hedgies naturally have a little "hedgielump", but it should not be scabbed. r_k_chic47 has a good idea, if he got some crusties from boy time and it was pulled off, it may have taken the billy-goat like hairs with is and caused a scab. If it looks like it is healing well, I wouldn't worry about it.
