Yes it is safe. Use the cheapest, easiest to fall apart paper towel with no colour or dyes. The cheap stuff falls apart easier and if she does happen to swallow some it will pass right through her.
My Teasel used to do that all the time. Of course he would use it first. :lol: Even if I left him extra to take to his igloo, he'ed then take both the extra and the used ones from his litter box. :lol:
