How old is he? If he's 8-12 weeks old, quilling can definitely cause itchy skin. Give him an oatmeal bath to help with it.
Maybe your nails smell good to him? I've found that something that smells horribly strong is often an attractant (like meat baby food: I think it smells terrible but mine loves the stuff). Maybe he smells the polish on them and wants to taste it. Are you making sure you don't accidentally jab him? That could be it too. They like to poke, but not so much BE poked. Also, if they're fake nails, sometimes those make a clicky noise when you move. He might be scared by the clicking if they do that and decided to attack them (if it seems like an aggressive bite, and not a curious bite).

Take a look at this thread about bathing: viewtopic.php?f=33&t=74

For the oatmeal during quilling, you want to get a colloidal oatmeal formula. You can use either a packet of the Aveeno powder or you can take a sock, fill it with non-instant oatmeal, and swish it around in the water. The bath helps soothe the skin and can help the quills to come through less painfully.
