Is it a spot of raw skin? Puffy? I would suggest going to a vet to get a better diagnostic. Is that just the way her skin and quill formed?

Yes it is a spot of raw skin and it's hard. Her skin and quill was never like that. I did go to the vet and they said it might just me a syst and usually it softens but in her case it is not.
Can it be cancer?

Thank you so much for your help.
