Cloud has a harness and a collar. the collar is used ONLY when he is roaming around outside off the leash, because it has his tag on it, but i;d never use it to restrain him.
i use an iguana leash/bunny leash for Cloud. it's made out of rope and you can get it on pretty tight without hurting him. I have a picture of him on the leash, i'll post it in a bit, but here is the type of leash i use for him and my rats. its less bulky than a harness, and a lot easier to get on. he's never wiggled out of it. it's made by four paws.
