Standard is just as you are doing, 6 months. So you could pair a female on January first, and then again on June first, and that'd be the appropriate amount of time.

As long as he has a strong, clean pedigree, yes. 
Males can't be "injured" per se by breeding young or old, just know that their libido/sperm count won't be as good when they're still babies or when they get older. 1 year old is totally fine.
