AnnaLK It sounds like quilling to me. Hedgehogs go through a process called quilling at around 6, 9, and 12 weeks old. They shed their baby quills and grow in their adult quills, and it's kinda painful. She might be agitated from that. Dry skin can also be associated with quilling.
The best thing to do right now is to avoid touching her quills as much as possible. An oatmeal bath will also help relieve her dry skin, and some of the pain.

Quill/Handling Problem

My 7-8 week ld Female Hedgehog, Sabel, which I've only had for over a under two weeks now, has been getting extremely protective and aggressive when i touch or go anywhere near her or her quills. When i do manage to pick her up and get her more accustomed to being held again, I notice she'll only let me touch her fur, and will go into the most protective and fierce ball I've seen her in, Spikes going every which way. Her skin also seems dry, so I'm lead to believe maybe her skin is agitated? She does drop a few quills every day, especially when being handled in a shirt or other blanket I have her in when in my lap.
