Usually, yes it's quilling at that age. It would be so nice if we could say all hedgehogs will quill on this many days old, but it's not that simple. Also sometimes the quilling times will blend together, you are finishing one when the other starts.
However we still have to watch for other signs of issues. Mites, bacterial and fungal infections don't care if a hedgehog is quilling.
