Can I apply flaxseed oil directly to quills/skin?

Noodles has been having dry skin for the past month. I gave him on oatmeal bath a few weeks ago and I've been putting flaxseed oil in his food for the past few weeks as well. Any suggestions? I live in western MA and the weather has been a little funky this year, I believe this may be somewhat the cause of his dry skin. Can I apply flaxseed oil directly to his quills? If so, how often? Should I be worried if he is scratching?

Don't apply it to his quills, make sure you move his quills and get it on his skin. Just a drop to start in one area, let it soak in, maybe a week later, do it on another area and so on.

If it is excessive scratching, a vet check might be in order. However, if you start clearing up his dry skin and notice he stops it was probably just dry skin.
