Default Dry itchy skin

I got a new hedgie about a week ago and his skin seemed fine but he was itching a lot. He is 9 months old and so I figured he's quilling or adjusting from the paper bedding he was in. But I gave him an oatmeal bath to try to soothe the itching but only a couple days after the bath his skin is dry and flaky. I haven't tried any oils and I don't have a humidifier but I'm concerned that he may have mites. He doesn't have any patches of irritation or balding, but I've never had to deal with mites before with my other hedgehog so I'm not sure what they look like. Also he has fleece bedding, but has a litter box with aspen shavings. If anyone could help me out I'd greatly appreciate it.
