Default itching, flakey skin, bumps

I've had my hedgehog for less that a year but I think he's around two years old. He has always had dry skin which at first I thought was winter related. He also loses a lot of quills. When I bathed him the other day he lost 6. I do not bathe him often because I don't want to make his skin worse, I also will use some aveeno oatmeal when I bathe him to try to help soothe his dry skin. Today when I picked him up I noticed two areas where he is missing quills. One on the top of his head, there is a red bump with no quills about the diameter of a pen head. Then he has another bump on his size that is also missing quills about the size of a raisin. He did not seem to mind when I touched it or moved the quills around it.

I live in a really small area, the closest vet who looks at hedgehogs is an hour and a half away, so that's not a good option for me.

you need to take him to see a vet. it sounds like mites to me. if you absolutely cannot see a vet, you need to find a website that you can order revolution from without a prescription. i recommend petshed.com. order the puppies and kitties pack, and get a .1cc/mm SYRINGE. .1cc/mm. and fill it up to the first smallest like, 0.01. it is a very very tiny amount. if you aren't understanding i can show you a picture. and place it behind your hedgies ear. do this about 3 times every 3 weeks. hope this helps!

Unless he's scratching a lot it's probably NOT mites. Mites causes them to scratch frantically and often. It sounds to me more like a bacterial skin infection which is going to require a vet visit for antibiotics.
