Default dry skin? help!

okay so I've posted before about how Ernie had some yellow buildup around his quills and some very bad dry skin. the yellow gunk has since pretty much disappeared and it's only around a few quills but the dry skin has not stopped! I took him to the vet and he said that he didn't see any live mites but he wasn't going to do a skin scrape this time around. he also used Ivermectin as a topical treatment for Ernie (I had agreed at the time because I didn't know what kind of dangers could come from that but since I've looked he's getting Revolution next week when we go back). but I looked today at his quills and there is some extremely dry skin, so much that it's flaking off of him like crazy if I rub my finger along his skin. I've put pictures below of what it looks like. It didn't look this bad when we went to the vet, this is doubly worse what it's looked like. is it just a really bad case of dry skin or is there something more that could be going on? I haven't met his vet but once so I don't want to be too quick to judge his ability to work with hedgehogs (he did seem to know what he was talking about but I'm left questioning how many hedgehogs he's treated).

if anyone has had some similar problems and found a fix, I would greatly appreciate any help.
