What is the temp in the cage? How about the lighting schedule?

Now to fix the current situation. Throw on a hoodie, slip him in the hoodie on your belly and hang out and netflix binge. Up the temperature in his cage a bit. Is he getting a draft from somewhere? Fix it.
Do not, try forcing food or water. No baths even if in theory it will warm him up.

Ok I will try he is eating now and my dad is ordering the light system. The cage temp is in between 78 and 84
Should I still cuddle him or no?

If his belly is cooler than normal YES.
If you do it and it's not needed, you aren't out anything, right? If it's needed and you don't do it, you know what could happen if he doesn't warm up.
Also he's going to be more sensitive to hibernation attempts after this.
