Unhappy Severe quill loss help!

My hedgehog Bentley is 1 year old and has been behaving pretty normally. He hasn't been scratching at all but has really dry skin. I started using this Jason brand vitamin E oil for his skin ( the product contains vitamin E, almond, apricot, avocado, sunflower, and wheat germ ). It seemed to be working pretty well but then he started to lose ALOT of quills. I was not to concerned because I thought that this was just his adult quilling. All the quills that had come out had bulbs and he end and I was seeing new ones coming in. But it's gotten to the point whee I'm wondering if it might be serving else. I can't tell if he is starting to bald in some places or what but it's starting to scare me. I'm wondering if he might be having an allergic reaction to the oil I'm putting on his back or if it might be something more serious. I also forgot to add that he has been "quilling" for I think around 1.5-2 months now bit I can't remember for sure. Also, what are those small white circles on his skin where the quills are scarce, are they spots from lost quills or new ones coming in?

I'm not sure about allergic reactions, but to me, this looks serious enough to get checked out by a vet. The skin shouldn't look that scaly. My fear is mites. :/ Anyone else think it's something else?

Also, hedgies typically tend to stop quilling after they turn a year old (with few exceptions), that's what makes me suspicious as well.

I'd head to the vet. My suspicion is a skin infection, which will require a skin scraping and culture to see what kind of infection and how to treat it. The bumps don't look like incoming quills to me...they look strange, which makes me suspect skin infection even more. Until you get to the vet and get answers, don't put any more oil on his skin at all. Oil seals infections in and makes them worse, so it could just be contributing to the problem.
