Default Hedgie is loosing a lot of quills

My female hedgehog has been losing a significant amount of quills. It started in August of 2018 and I wasn’t too concerned because it was only a few a week and it lined up with her quilling period. It started getting a lot worse and her skin became yellow and crusty. I took her to my local vet who did a skin scrape. There was no evidence of mites however she did have a fungal infection. She was prescribed Sporanox to take every day for 2 weeks. We thought she was getting better as she had more energy and wasn’t as grumpy. She is still losing quite a few quills still and he skin is very flaky. I took her back to the vet who did another test and found that there was no mites or fungus on her skin. She is still losing quills tho! I’ve tried oatmeal baths but she absolutely is petrified of water and I don’t want to subject her to that. I really don’t know what to do. I’ve tried giving her flax seed oil and putting oil on her. The vet is convinced that she is ok but I’m still very concerned. (She is 1.5 years old). This is her skin now:

You're right to be concerned. Did the vet do any cultures on the skin scraping to see if there was any bacteria? Does your hedgehog scratch a lot?
