Default Defective quill

Has anyone seen a quill grow in like this? When it was growing in a large bruise formed around the base, once it came in all the way the bruise went away and it appears to be defective. While all of his quills can stand up this one cannot stand up at all. If you look closely it looks like that maybe where the quill meets the skin it is bent?
He does have a medical condition that has caused him to lose a large amount of quills, he is under the care of a vet for it but I believed that is unrelated to this quill.
