I was just wondering if a heat pad or a heat lamp would be the best. What are you guys think?

Heat lamps are much better. Heating pads are not good because they don't heat up the air and can burn hedgies. Remember to get a thermostat with your heat lamp to regulate the temperature.

You could ask your vet for a cream to sooth it and help it heal. The heating has been answered

You do want to use a ceramic heat element bulb that does not give off light not a regular heat lamp.
