Find out if you can return it, don't assume you can't.

If you set the dome to medium, on a timer, how will you know if Medium is enough or too much?

Other than a hibernating or dead hedgie, that is.

i called the store i got the rheostat from and its non returnable unless defective, i have my CHE dome set to about meduim and the temp in the tank is 70 which is abit low, i have the house heater on too but so far when ive checked the thermometer in the tank its only been up to 71.6 or so, i have the thermometer off centre and is somewhat near the dome so not sure why its so low still, i only got a 60w che bulb, thought it be enough but maybe its too low.

If the owner gave you false information by saying the rheostat would turn the emitter off an on like a thermostat, then they most certainly should take it back. They were the ones that sold you the wrong item.

Just to clarify Nancy's point, most thermostats will only turn on or off. "Proportional" thermostats will turn the heat up or down to meet a certain temperature but won't turn it on or off (since the temperature is already automatically adjusted). Proportional thermostats tend to be more expensive and stay on all the time = more $$$ in electricity so most people use/recommend the regular sort!
