Yup, it can work just fine! Just make sure you have holes in the sides of the bin (which is for the best anyway, for ventilation), and you'll probably only need a small CHE set up - probably an 8-inch lamp would work fine for a bin set up, and only a 60 or 100 watt bulb. And of course, still a thermostat to control the bulb.
