Default Heating suggestions

Hi I currently use a Ceramic heat bulb/lamp (1000w) , peppers cage is the minimum size requirements so isn’t huge, but now the weather is getting colder the temperature won’t get higher than 18degrees in his cage ! I’m having to use a space heater as I believe whilst I was at work today he’s attempted to hibernate however I don’t trust leaving this on all the time as I’m scared it’s a fire hazard ! What else can I do this bulb should work I researched this all before purchasing pepper !

Do you have the thermostate set to the right temperature it should be ?? And where did you place the probe ?? The heat lamp should be centre with the probe underneath and the thermomstate set to the rught temperature you want to keep it. Also if theres another switch other than the mains you need to make sure that is on.
Check these things first because It could be as simple as there is a switch and its not on and you havent really realised.
If this isnt the case than I have no idea why it wouldnt work, theres no other good way of heating cages other than haveing your heating up at the temperature they need/like

Just to add, if it's an open wired cage, you could cover the sides with coroplast or use blankets to help retain the heat. Just leave a gap around the heat lamp as you don't want to cover it (will be a fire hazard). Also make sure light is still getting in the cage during the day.
