Default CHE Thermostat Sensor not working? HELP!

I Just finally got my CHE set up with the zoo med thermostat sensor. I've checked the bulb and it does work, it does heat up but when you plug it into the thermostat nothing happens. It's on high to see if it will kick on but it doesn't. It's currently 74 degrees in the room. Does this sound like a defect of the thermostat? The green light is on but no heat from the emitter is coming off when it's placed on high when it should be around 100 degrees right?
