Well, cheap option is a steralite storage bin, you cut/melt air holes into the side, and you can probably rig the top so its open but screened in. The storage bins work out better than an actual tank due to the air holes you put into the sides, and due to the slanted angle of the walls it allows air to flow through.

A cage with a sold floor also works fine, such as a ferret or rabbit cage, main thing is bar spacing, no more than an inch, these guys can squeeze through tight spaces if determined.

The dogs I wouldn't worry about, as anything can be put above floor level, as for the cat, I wouldn't worry too much about him or her, cats after feeling the quills tend to lose interest, and I say this as having two hedgehogs and eight cats, and none of the cats pay any attention to either hog.

Cage wise I'm sure people can recommend different brands, I use a Ferret Nation which unfortunately is costly, but its a great product.
