Default Is this normal? (could it be mites?) *pics*

Hi guys, I need your help.

So, Teddy, I've had him for about 2 weeks now... and his noes looks a little sort of speckly like he has some fur loss on it... any ideas? I'm certain that his noes wasn't like that last week... but maybe I'm just an over vigilant new mommy. He does seem to scratch an awful lot, could this be mites? He doesn't seem to have the white crustiness on his quils and his quils aren't falling out...
So, here are the pictures...

Definitely not normal. It could be mites but he needs a vet visit. Can you gently wipe it off?

Also, what type of bedding is he on?
If it's something like carefresh, could he be burrowing so much in it that it's irritating his skin?

No, it doesn't wipe of, its like his skin is coloured and its a little rough.

He was on aspen for a week but as I saw he was scratching quite a lot I changed it because I thought that it might be irritating him. For the past week he has been on a fleece liner.
