Default Blood near tail?

my hedgehog zwei is about a year old and i noticed today after a bath (and belly scrub it was dirty) that around is tail there are almost fleshy looking blood spots i checked with a qtip it seems very dry was only able to get a spec of red on the qtip, he doesnt seem off in any way, vet is not currently an option as am vehicle less and the nearest vet that would check him out is 2 and a half hours away and we cannot afford it as we are mid moving, if things get worse and seemingly fatal we will take out a loan to take him but thats the last option has anyone seen it before? he hasnt had any diet bedding or anything changes

It's Round the base on his skin almost in a circle but mostly on top and below there isn't alot but still concerning I don't see any more or less than yesterday

Have you tried geting a damp qtip and seeing if it comes off if you rub it gently ??
When its touched how does he react to it ??

. I did and it didn't come off he got a lil upset though but it seems to be gone now can't find a trace of it I'm doubling down on litter duty in fear of some kind of rash
