Paper Towel
Toilet Paper
Yesterday's News Fragrance-Free Cat Litter
Aspen Shavings
Kiln-Dried Pine Shavings

For all of the above options make sure your hedgehog isn't eating it. For the YN Cat Litter it can be harder to see discoloured pee & poop because it's so dark. If you use Aspen or Kiln-Dried Pine make sure it's soft (not poky) and wasn't processed with pine and cedar (read the small print). Toilet paper and paper towel are cheapest and safest as long as your hedgehog isn't eating it. I've heard of some hedgehogs dragging the toilet paper or paper towel into their house to cuddle with. If yours does that just put a few small rocks around the edges of the litter pan to hold it down.

I personally recommend using a pelleted wood or recycled paper bedding, they are less likely to stick to your hedgie when wet and make a mess, and (depending on the brand) can be less dusty compared to shavings. Paper towel will resist shredding more easily than toilet paper, but both are safe to use.
