How old is Max? If he's young, between 6-12 weeks, he may be going through quilling. If that's the case, this is perfectly normal.
If he's an older hedgehog, or if you notice that he's scratching himself a lot, or if there's any orange gunk on the quills, then it's possible it's mites. In that case he'll need a vet visit to get some kitten Revolution. Make sure you do NOT treat him with Ivermectin - there's been cases of hedgies being overdosed and dying. Revolution is pretty much impossible to overdose with and is much safer to use.
