Although he is quilling which i know can make him more sensitive, Hammy doesn't seem to want to be put on his back at all. In the water, on a blanket, or in my hand. Is there anything I can do to help him relax or is it just a personal preference of his?

Since he's quilling, I wouldn't force the issue right now. His skin is very sore and having all of his weight on his back doesn't sound like it'd be fun at all. Let him be until after he's quilling, then you can try again. Plenty of hedgehogs don't like being on their back, so it wouldn't be unusual if he still doesn't like it. It's a vulnerable position for them.
