Default Is this normal?

I'm fairly sure that this is fine, but I'd rather ask and find out than keep guessing. Buddy has two, oval shaped lumps at the base of his tail, under the skin. I know they are his baby making parts and that it is perfectly normal, but, I've noticed that since he discovered 'boy time' they seem to have gotten harder and they are more noticeable. I hope this is normal, I'd be more worried if it was only one side but it's both, has anyone else noticed this?
He is definitely going through the teenage years though, suddenly everyone and everything annoys him and all he wants to do is have boy time
